Citizen Engagement Survey Questions Summary

Council Member 1. How will you ensure that community consultation is done effectively and openly, with productive dialogue from start to finish for municipal projects and decisions?

Brian Bigger

Each quarter representatives of these community interest groups will be invited to
present their interests before council, encouraging a high level of respect and

Consultation is not something that I have to work at to make happen. It is “who I am” and “what I do”. I already facilitate several forums where the community has an opportunity to provide their input and feedback on all municipal projects and decisions. The Valley East Community Facebook Group has over 2500 members who are actively providing their input and concerns in an open discussion. This is a community social media forum where members are encouraged to engage with each other and where I am able to put out ideas and concepts that generate discussion. I also operate the Valley East Today Community Web Site which has been in existence since 2003 and which is a community resource that is massive. I also host The Learning Clinic Radio Show, a weekly live radio talk show on CKLU from Laurentian University. On this show I bring in guests from all walks of life and we discuss concerns and issues of the day. The shows are video recorded and archived so that they can be viewed on demand at a later date or used as part of future presentations.

I will take the time it needs to ensure that municipal projects and major decisions will be shared with the public in all fashions possible. We will send the info via social media, email, regular mail but most of all I intend to have community meetings in a few locations in my ward to ensure maximum accessibility for all. I am always available via telephone or my personal email should people contact me that way. Taking on the slogan “Our City, Our Future” is exactly what I mean, I want this to be our city not mine, I want to ensure that as much information as possible is share to as many constituents imaginable.

Mike Jakubo
Ward 7

This is a key step in the process because a project without the support of surrounding residents will be doomed to fail. I will ensure that a community consultation takes place on any project or major decision in my ward.

Deb McIntosh
Ward 9

I will work with council to develop a new framework/requirements for community consultation on municipal projects and decisions. First step is to review the recommendations made by the recent Citizen Engagement report prepared by City Staff.

Fern Cormier
Ward 10

I want all stake-holders and interested partied brought to the table at the beginning of a project. Not half way through or when staff says it's ok. I believe we can accomplish more by working together at the front end of project planning.

Lynne Reynolds
Ward 11

Introduce policy that will ensure better community consultation process

Joscelyne Landry-Altmann
Ward 12

I have been an advocate of public consulation since 2006.this applies to major projects-arts center, park face lifts, subdivision plans, green stairs art walk ,residents concerns brought forward at Planning,surveys,etc...by advocating for towne hall meetings concept where presentations are made and questions are derived form that , as opposed to PICS(public input sessions as we know them today where staff stand around and wait for questions to be asked. .

Council Member 2. How will you ensure a consistent culture of openness and support for public input across all city departments?

Brian Bigger
Mayor

I will champion change and awareness of these important issues. This will be done top
down.

Mark Signoretti
Ward 1

I will do my best to make sure that a consistent culture of openness and support for public input across all city departments continues by update residents via local meeting and emails.

I will ensure a consistent culture of openness and support for public input across all city departments by continuing to use my open forums to seek public input and to educate the public on policies that are being considered by City Council. We can hold Town Hall meetings, but usually only a handful of residents attend these sessions so it is difficult to judge the feelings of the public from those meetings. Instead, I will continue to remain immersed in my community so that I can listen to the people, watch what they do, and let them speak to me through their actions. That is how I intend to find out what the silent majority truly feels so that I can be their “voice at city hall”. I will also encourage open communication electronically and by phone so that people can talk to me in confidence. I will also make sure that I develop healthy, trusting relationships with staff so that they understand that I am a person who they can approach with concerns and recommendations on how we can improve our city operations.

René Lapierre
Ward 6

I am the voice for the residents of ward 6 once elected. If a resident cannot get the answers, support or information they are looking for I want to be there for them to ensure I get the accurate in a timely fashion. I believe in having an integrity commissioner to oversee what council does, and should a recommendation for change from him/her should be delivered then I will push to ensure that we remain open and transparent to the people we represent as a councillor.

Mike Jakubo
Ward 7

3-1-1 has the potential to be a very valuable service in terms of openness and public input. But too often there are stories of how 3-1-1 calls are not followed up on and a call or e-mail to a councillor is also not followed up on. By being accountable to residents and looking into all concerns the City can find better ways of operating all departments. 3-1-1 is great for this because it assigns a case number to each call. This case number will allow follow up by the resident and by me as a councillor directly with the department involved.

Working with my council colleagues:
Introduce a bylaw for an Open Data policy for Greater Sudbury.
Recommend the release of council meeting agendas one to two weeks prior to the meeting taking place.
Work to make the City website more accessible. Set standards for uploading data so that it is searchable by the public.
Change/upgrade the requirements for public consultation and input on projects of a set dollar amount and/or impact.
Upgrade the 311 system to cover all municipal issues/concerns/complaints and to have report numbers assigned to all calls. Educate the public to ask for a report number when they call.

Fern Cormier
Ward 10

I believe that all information should be made available in real time. I believe we should have a standing policy that any and all information be made available to the public from all city departments. Unless the law specifically prevents it, information needs to be shared in an open and transparent way.

Lynne Reynolds
Ward 11

Through policy and responsiveness to citizen concerns

Joscelyne Landry-Altmann

1-By continuing to advocate for meetings being video recorded(especially Planning)-in order to accurately document comments.2-maintaining my accessibility to the public.3-by continuing to request public input/public service announcements, local project timeline communication etc.. at every opportunity.-establishing consistency ensuring better service.
