When projects are started, we must begin the process of consultation before putting the plan together. We see the issue that comes up when we don't do this when we look at the Second Avenue project. We also need to eliminate barriers between the public and management, council and staff, and elsewhere in the chain of the city's operations.

Aside from laying out all expenses as openly as possible, I plan to introduce new, consistent civic engagement tools that focus on both regular issues and budget-specific issues. These tools, LiquidFeedback and Citizen Budget, have seen widely successful use in other locations and help bridge the gap in civic engagement. I also want to be able to create a consultative community budget for projects, rather than depend on a politicized slush fund tool.

I'm unsure about agendas being available two weeks before each meeting. There's often changes or updates to agenda and reports even in the week before any meeting. It's a good idea to attempt the two week goal but I'm not certain it is practical.
