Citizen Engagement Survey Questions Summary

Candidate name 1. How will you ensure that community consultation is done effectively and openly, with productive dialogue from start to finish for municipal projects and decisions?

Jacques Barbeau (Incumbent)

I think that this is often how it is done, but, there is always room for improvement. We also need to understand that the silent majority are often supportive of what is being planned and we need to be cautious that those speaking the loudest often do not represent the greatest numbers.

Joseph Palmateer

By having scheduled open discussions for the public at specified locations. An having it clearly explained to the public in simplified language so it is easy to understand, with limitation being in only availability of the languages in which one can speak. Thus (English)

As I speak with more and more constituents in WARD 2, I have found that many constituents have ideas about what would be good for our Ward and our City as a whole. I am prepared to hear what these ideas are and hope to present ideas that have a majority of constituents’ support behind them, on your behalf at the council table. I am also learning that issues I thought were very clear may not be the views or challenges of WARD 2 or might not be considered important issues to the Ward.

For this reason, and to the best of my ability, I intend to hold monthly “Ward Hall” meetings at rotating venues around the ward. These informal meetings will offer an opportunity for concerned members of the Ward 2 community to come together and share their views and concerns. Locations could include community halls/centers, such as the ones in Beaver Lake, Worthington, Naughton, and Whitefish or local business such as restaurants. It has come to my attention that many people feel their councillors are difficult to get access to. I hope our “Ward Halls” will be a good step toward fixing that.

Also, once elected, I will convert my website into a place for you, the people of Ward 2, to voice your views about the specific issues and council votes which will arise throughout the next term.

Candidate name 2. How will you ensure a consistent culture of openness and support for public input across all city departments?

Jacques Barbeau (Incumbent)

As I always have supported this

Chad Odnokon

Joseph Palmateer

Again, a very good question, one which I honestly can't give an answer to, let alone a good answer.

I would work hard to try and eliminate the perceived of city hall as being as a collection of “silos” inaccessible to the outside. I would also strive to bring my philosophy of consensus, cooperation, and compromise among all stakeholders of the city of Sudbury to the culture of City Hall. I would also explore the creation of a special events committee which would incorporate representation from all necessary departments for those looking to put on in events in our city. I would look to have a similar development committee created. These committees could serve as one stop shops for those involved in bringing growth opportunities to our city.

Candidate name Explanations:

Jacques Barbeau (Incumbent)

C-this is often time sensitive and may not always be achievable
D-for the most part this is currently done. Staff recognize the need to do this as does council

Chad Odnokon

Joseph Palmateer

Ensuring easily accessible, complete and searchable information on the City website is the job of the cities IT personnel. Councilors can inquire about it and give suggestions / complaints to those responsible, but it is up to those that manage it directly, to go and fix it.

As for Requiring agendas and background material to be publicly posted two weeks in advance, and minutes to be posted one week after meetings of Council and Committees of Council.
Agendas and background material may change periodically before a meeting takes place, so its posting which can be possible, may also be completely incorrect by the time a meeting starts its session, yet if possible it should be done. as for minutes may be posted months after meetings... they may be stretching it a little. Yet it depends upon the amount of topics being discussed within the minutes.

c) In addition, after the election I will be using my website www.danxilon.ca to post this very sort of information whenever possible and provide other methods of transparency and lines of communication for the people of ward 2.
